If you take a load of vitamins, is that drug abuse?

Ok so my cousin is a loser, and she likes to snack upon vitamins, aand I was wondering if that is considered drug abuse.. She's 13, and they are Hannah Montana, Flintstones, and Gummy Bear vitamins.
