I just witnessed a dog get hit and killed by a car?

I've only seen this sort of thing twice, but it's amazing how long it stays with you. And I do think your idea is a good one. I feel awful for the poor dog, but if this was anything other than a one-time occurrence (and I'm guessing it wasn't) there really aren't words to describe the stupidity of an owner who would let a tiny dog roam. If it hadn't been this car, it would have been another car. Or a bigger dog. Or a pet snatcher. The dog paid for the owner's stupidity, which is both maddening and par for the course.
